New Delhi: According to the Public Affairs Index (PAI 2020) released by the Public Affairs Center (PAC) on Friday (October 30), Kerala has emerged as the best state in the country in terms of good governance, while Uttar Pradesh is at the bottom. Chandigarh has emerged as the best among the Union Territories.

The performance of the government was analyzed in terms of sustainable development as defined by the three pillars of equity, growth and stability. Data obtained from government sources were used in the analysis.
Four southern states - Kerala, Tamil Nadu, Andhra Pradesh and Karnataka topped the list of 18 largest states with a population of over two crore. Odisha and Bihar were at the bottom of the rankings with negative points in the category.
Goa ranks first in the category of small states with a population of less than two crore, followed by Meghalaya and Himachal Pradesh. Manipur, Delhi and Uttarakhand performed worst in this category.
A new aspect of PAI 2020 is the chapter on delta analysis - the result on state performance and ranking measured as delta value in the last five years after 2015-16. When the first PAI was announced in 2019-20, it was covered by PAI 2020.
The report also said that Bihar, West Bengal and Odisha, which are at the bottom of the PAI-2020, are the top performers in terms of equity in the category of large states. While Kerala, Punjab and Maharashtra are in the lower position.
