Currently not everyone can use
Currently 1 million people are using WhatsApp payments. The remaining 1.90 crore people can start using it by updating their app. But after this limit is met, new users cannot be added. However, NPCI is likely to increase this limit soon. You will have to go to your WhatsApp home screen and open its options to see if you can use it.
