The Ministry of Home Affairs has declared Dr. Asif Maqbool Dar , associated with Hizbul Mujahideen and currently living in Saudi Arabia, as an "individual terrorist". He is the fourth person to be declared a terrorist by the Ministry of Home Affairs this week. The Home Ministry told that he was spreading fundamentalism on social media. According to the ministry, Dar was also working to incite Kashmiri youth to take up arms against the government and security forces.

Who is Dr. Asif Maqbool Dar?

Born on 2 December 1981, Asif Maqbool Dar is currently living in Dammam, Saudi Arabia. According to official records, Maqbool Dar is a resident of Bande Payen village in Baramulla district of Srinagar. He apparently moved to Saudi Arabia many years ago.

A notification issued by the Ministry of Home Affairs states that he is linked to Hizbul Mujahideen, one of the terrorist organizations declared by the UAPA. The Home Ministry has accused Dar of being involved in inciting the youth of the Kashmir Valley for terrorist activities on social media platforms.

According to the notification, Dar is also an accused in a case which is being probed by the National Investigation Agency. According to the ministry, Dar is involved in carrying out terrorist activities in several other cities of India including Jammu and Kashmir and Delhi and he did all this at the behest of his handlers sitting across the border.

Who other people have been declared as terrorists by the Ministry of Home Affairs?

On 04 January, the Ministry of Home Affairs declared one of the key recruiters of the Islamic State Jammu and Kashmir (ISJK), Aijaz Ahmad Ahangar alias Abu Usman al-Kashmiri, as a designated terrorist. He is suspected to be based in Afghanistan and is wanted in Jammu and Kashmir for more than two decades. The Home Ministry said that "Ejaz was appointed head of the Islamic State (IS) recruitment cell for India and was instrumental in launching an online India-focused ISIS propaganda magazine."

Mohammad Amin Khubaib alias Abu Khubaib was the second person to be declared a terrorist under UAPA. Khubaib, a resident of Doda district of Jammu and Kashmir, is said to be living in Pakistan and working as the launching commander of Lashkar-e-Taiba (LeT). Khubaib's name came to the fore on March 9 last year after a blast in Jammu and Kashmir's Udhampur, in which one person was killed and 16 were injured.

On January 7, the Home Ministry designated the People's Anti-Fascist Front (PAFF), which is believed to be a baby outfit of the Pakistan-based Jaish-e-Mohammed, as a terrorist organization under the UAPA. Along with this, the ministry has declared Lashkar operative Ejaz Ahmed Mir, who is originally from Jammu and Kashmir and is currently living in Pakistan, as an 'individual terrorist'. According to officials, Ejaz Mir was the main accused in the target killing of Rajni Bala, a schoolteacher in Kulgam in May last year.
