New Delhi: The Supreme Court has given three months more time to all states and union territories to provide ration cards to migrant laborers registered on the government portal e-Shram. The Supreme Court said that wide publicity should be given on the portal of the Union Ministry of Labor and Employment to give ration cards to registered migrant laborers so that they can avail benefits under the National Food Security Act (NFSA).
The Supreme Court order came on an application filed by petitioners Anjali Bharadwaj, Harsh Mander and Jagdeep Chhokkar, who sought that ration be given to migrant laborers over and above the ration quota under NFSA.
The Supreme Court had on April 17 said that the central and state governments cannot deny ration cards to migrant workers merely on the ground that the population ratio under the NFSA has not been properly maintained. The court said that every citizen should get the benefit of welfare schemes.
The Supreme Court had said that it is the duty of the government to reach out to the people in a welfare state. We are not saying that the government is not performing its duty or has failed. There has been no negligence in this either. Still, assuming that some people have been left out, the central and state governments will have to see that they get ration cards.
The hearing of this case is being done by the bench of Justice MR Shah and Asanuddin. The apex court said that it is the job of the government to reach out to the needy. Sometimes in a welfare state the well should go to the thirsty.
The Central Government has told that 28.86 crore workers have registered on the e-labor portal made for help. Data sharing is happening between 24 states and their labor departments. About 20 crore people are the beneficiaries of the National Food Security Act. The National Food Security Act is a joint effort by the Central and State Governments.
