The people of Sri Lanka call the capital of the legislature by the name of Kotte. The new Parliament was inaugurated here on April 29, 1982. This Parliament House has been named after former President JR Jayawardene.

Built on about 12 acres, this parliament is a wonderful piece of architecture. In the last 40 years, many government offices have reached the new capital and the shifting of many is still going on. Kotte is situated in the south-east, adjacent to Colombo. This city is very old. In the year 1930 itself, it got the status of Kotte Urban Development Council. In the year 1997, it was renamed as Sri Jayawardenepura Kotte Municipal Council. Chandra Silva became its first mayor. As of 2012 India census, Kotte had a population of 1.07 lakhs.
The purpose of making Kotte the capital is to reduce the population and traffic pressure of Colombo. Kotte is very old and historical city. It was the capital of Sinhalese Raj from 14th to 16th century. The Parliament House is built on an island situated in the Diwana Oya Lake. The University of Sri Jayawardenepura, which is an important educational institution of the country, is located in Kotte city itself. It was established in the year 1873.
Aadhaar-like system in Sri Lanka, India is helping
The Government of India has helped Rs 45 crore in August 2023 for the Sri Lanka Unique Digital Project. For this, the government has also agreed to provide technical cooperation to Sri Lanka, so that the Aadhaar system like India can be implemented in this neighboring country. India's High Commissioner to Sri Lanka Gopal Baglay handed over the Indian contribution of Rs 45 crore to Kanak Herath, Minister of State for Technology. It has been told that this amount is 15 percent of the total cost of the project. India has given this financial assistance on the principle of neighboring country first.
There will be an increase in facilities
Through this project, the Sri Lankan government intends to collect and digitize the irises, fingerprints, other important information of every citizen of the country. The standards set by the International Civil Aviation Organization are also being taken care of, so that no Sri Lankan citizen should face any identification related problem while traveling abroad. With the completion of this project, there will be ease in the implementation of government facilities and welfare programs for the citizens of the country. Will help in stopping corruption. There will be convenience in giving every needy his right. Like India, the Sri Lankan government is working on a plan to connect it with banking and other financial means.
Last year i.e. in the month of March 2022, an agreement was signed between the two countries for this project. The India-Sri Lanka Joint Project Monitoring Committee was also formed at the same time with the intention of implementing the project. It is the responsibility of this committee to be ready from software development to other administrative help. Under this agreement, now financial help has also reached.
