In 1907, the people of the Berlin Committee fighting for freedom hoisted the unofficial second flag of the country. This flag was hoisted in Paris by Madame Cama and the people associated with her. This flag was exactly similar to the first flag. The flag had three stripes, orange, yellow and green. The middle strip had Vande Mataram written on it and the topmost strip had seven stars representing Saptarishi. This flag was hoisted at the Socialist Conference held in Berlin.

Many freedom fighters did movements for freedom, one of which was Dr. Annie Besant and Lokmanya Tilak. Bal Gangadhar Tilak was a social reformer and mass leader who fought for the society. In 1914, Bal Gangadhar was associated with the Home Rule Movement. During this time Anne Besant was handling this movement. Together they hoisted the third flag of the country during the Home Rule Movement. The flag had 5 red and 4 green horizontal stripes one after the other and seven stars formed on it in the orientation of the Saptarishi. The flag also had a Union Jack and a moon star at the top.
