What is Lift Act? Which can be implemented soon in UP, currently there is system in 11 states

The Lift Act was first implemented in the country in Bombay, in view of the multi-storey buildings there, this law was implemented in 1939 itself. Since then, this arrangement has been made in 11 states of the country, but no decision has been taken yet in Uttar Pradesh.

It is common for lifts installed in multi-storey buildings to stop moving at any time and anywhere. In UP, there are forests of apartments in big cities like Noida, Greater Noida, Ghaziabad, Lucknow, Varanasi and lakhs of people are living in them. Accidents are also happening often. People are getting injured and deaths are taking place but the government system is currently silent. Yes, recent activities have definitely raised a hope that maybe things will be resolved. The UP government should bring a bill in this regard in the next assembly session.

A few years ago, the Noida administration recommended the state government to make rules and regulations for lifts and then the officers sat idle. It has been learned that the Public Works Department has also prepared a draft, but that too is lying somewhere in the files. RWAs have been protesting on this issue every day but there is no hearing. Recently, Jewar MLA Dhirendra Singh has raised this matter with CM Yogi Adityanath. This has given hope that maybe things will happen now.

Lakhs of people will get relief

In the beginning of the year 2023, the Consumer Ministry has sent a letter to the states making them aware about the lift. Appealed to rules and regulations. The incidents, statements and meetings regarding the lift have created a hope. Perhaps the Uttar Pradesh government should take some concrete initiative in this direction and free the people of NCR from the terror of lifts and builders. However, whatever happens now in this regard will be known only in the next Legislative Assembly session. It will be interesting to see when the file of the proposal of Public Works Department and Noida Administration comes out and takes the form of Lift Act?

If the government does this, lakhs of residents will get relief. The matter may have arisen from Noida, but multi-storey buildings are now being built in large numbers in every major city of Uttar Pradesh, be it PM City Kashi or CM City Gorakhpur. In cities like Lucknow, Kanpur, Bareilly, Moradabad, Prayagraj, the number of multi-storeyed buildings is increasing everyday.

The law is in force in Maharashtra since 1939

Maharashtra (Bombay) has been at the forefront of the Lift Act in the country, where there are a lot of multi-storey buildings. The law was enacted here in the year 1939. Then there has been amendment in it also. In this act, strict rules have been made regarding lift and accelerator. So far only Maharashtra, Karnataka, Gujarat, Tamil Nadu, Haryana, West Bengal, Delhi, Kerala, Jharkhand, Assam and Himachal Pradesh have made rules and regulations implementing the Lift Act.

All these laws make provisions like installation, maintenance and periodic inspection by the government machinery. At some places provisions like minor fine have also been made. Time is demanding that the way multi-storey buildings are increasing, there should be talk of applying technology in the lift. A device was installed to stop the lift suddenly failing.

Law in the making

It has been learned that the UP government wants to make this law concrete. In the case of the lift, the tin important sides are at the front. A-Lift Manufacturer Company. Repair of two-lift means company taking AMC. Three-builder or RWA. The government wants to bring these three under the legal ambit. Because all three have separate and joint responsibility.

The law will be made in which the government machinery will also be held responsible. An officer said that this matter is still in the very initial phase but whatever legal draft comes out, it will come with a vision for the coming few years. There will be talk of using more technology in lifts. The intention will be focused on the safety of the general public and not on punishing anyone. The existing laws are sufficient for that.

Maintenance most important

Experts say that the average age of a lift can be only 20-25 years, that too when all parties take care of its repair. If he is stingy then this age can also be reduced. According to the National Building Code 2016, a lift should be mandatory for a building above 15 meters in height and a stretcher lift is also mandatory for a building above 30 meters. The most important thing for the lift is its repair at fixed intervals. If this continues then the risk of an accident is greatly reduced.
